I have a similar problem. The V9 portal has hijacked GOOGLE search somehow, but not on my PC. I know how to find and delete it from those>>LOL, but has done it on my 7″ Android tablet. And it does not show up in the SETTINGS (APPs) anywhere. I have even reset the tablet twice, the second time not allowing it to restore anything from BACKUP. Even ran Avast Mobile security AND Malwarebytes, both saying the tablet is CLEAN, yet there is V9 in my Google search, only on the TYPE a search side, not the VOICE search side???!!!
