Correct commands in the second procedure should be:

sfc /scannow
Dism /Online /Cleanup-Image /CheckHealth

i was having this problem in my laptop
i restarted my system so many times but had no effect then i let it on and it took 1hr 30 second in normal start
so i suggest all of u this rule

In reply to Nick. Try doing CHKDSK. To do CHKDSK, Go to Mycomputer -> Right Click on C: drive -> Tools tab -> Check Now -> Click Start button.
